That's where your going wrong see
Unless the cable has been changed you should never need to adjust the handbrake cable, just the brakes.
That is unless some numpty has been at it, like the one I did last week where the brake adjusters were backed right off and the brakes adjusted on the cable which is totally wrong.
that gave a crap pedal and a handbrake with very little travel but didn't hold.

As Simon says,
You've only adjusted the slack in the cables, not the actual brakes.

HarryMann, thank you, cheers

Both sides of the handbrake lever/actuators were seized so not taking up the slack of the new cable, taken to bits and clean, free'd and lubed and handbrake now adjusted as you say, locks on on 4th click.
