Oh maybe not 
after rubbing down a few patches, they are heavily pitted, so after painting with vactan can i filler directly on top of the treated areas?

Thats the worlds biggest bodge way of doing it, sorry just had to say if you got that method of doing it anyway near (with in 30cms) of any seatbelt, seat mount or suspension mount it will fail the MoT, its sooooo wrong what your supossed/ment to do is cut out all bad metal and weld in fresh clean metal then fill and spray, your method will bite you in the ass very soon!
