filter is( should) be on the tank end of the pump, inlet.

sounds like there is a blockage before the pump, or it cant reach the fuel to suck.
The oump should also be nearest the tank, they push fuel, not suck

talk to a guy called Max MAd on www.eircooled.com (irish site) forums he did a lot of research into them and got a old petrol eber back to life

filter is on tank end.fuel in pipe to filter
maybe pump has to be primed?
