That dizzy looks like it's never seen a drop of oil in it's life. The felt pad in the spindle needs to be oiled and it lubricates the centrifugal springs and cams. If it's left to dry out the cams and springs can sieze. This will give you a lot of running problems.

I know this is old but thanks to a new vac can from Simon and a bit of help from others signs are now good. I have completed the same course that proved so difficult a few weeks ago with no problems. A longer test awaits.
The one remaining mystery is why its taken 3 years to fail. The carb was blocked off with a plastic sprue rather than some sticky tape so it was done deliberately.
oh, and it was a DG.
