You may not have all of them, those towbar brackets usually come fwd further than the bumper brackets. Check!

There are usually two 17mm and one 19mm headed bolts. per side (M10 and M10 respectively) the 19mm's being the furthest fwd (IIRC)

Get some from a good hardware store and cut them down (8.8 grade fine, they're all in shear), clean up the ends so they start well, and also get some suitably sized thick flat washers to go under the heads.

Take one of the existing bolts out for comparison - I forget which but my towbar needed extended bolts through the bumper brackets and at least some of them were metric fine, still fairly readily available although beyond most DIY-type outlets. Does depend exactly how it mounts though, there seem to be quite a few different methods.
