Diaphragm pumps are designed to pump liquids easily.
They do not pump air very well, the stroke of the pushrod is very small (millimetres) even less if the pushrod is worn.

That sorted this problem for me. It still drains down if left more than about 10 days but starts fine otherwise.

Cheap and easy fix
Otherwise fit an electric pump.
