PS always hot heater could well be a broken control valve or the lever has come adrift, or the cable end has been disconnected (maybe PO was trying to hide something?)

Maybe the heat in the engine bay after being stuck in traffic is affecting the ignition amplifier. If it is on it's way out, high temperatures might be causing it to play up, same could be said for the coil. It wouldn't explain the struggling to turn over when hot though.
