The pulsing is mechanical as it matches the wheel revolutions. It is intermittent though which is strange and it was not there before rear brake overhaul.

Can you feel it if you pull the handbrake on? Helps to tell if it's at front or back.

Another - although some might call it harebrained - scheme, would be to isolate the wheel each corner of the van in turn using a hose clamp. I would suggest that this should done off the public highway maybe even on a rolling road.

We used to use that method, clamping off the hose with a pipe clamp then road testing...got to be a quite road where you are given time to brake at speed without distraction...safety is of course paramount but this method is foolproof. Certainly wouldn't recommend doing this on the fronts but the rears are less of an issue because the steering isn't effected.
