I'm not so sure. Aren't some of those pictures the joint between the front valence (?) and the bumper that constitutes the front crumple zone? It's difficult to tell as the images are taken so close to the van.

Could the OP perhaps put a copy of the estimate/quote up for us to see?
I hope these new panels were at least welded on, against being brazed in.

Waste of new panels, was it done by a specialist in t25s?
Looks like a diy first attempt...
