Yes, he is! You could give a single cell a jolt if you can identify the dead one.
I wouldn't split them until you have checked them for continuity as I said - if you have voltage on one cell work your way along the series until you find a dead point either way. Check to see if the joining strip has come adrift first. If you have to replace one cell make sure that you cut the joining strip in the middle so that you have something to solder onto.
One dead one will kill the lot as nothing can flow through the series.
