As I know yours is an early Westy setup Paul, the split charge 'link' between the two batteries is relatively short so the 0.3volt difference is a little bit much TBH....the split charge wiring on these isn't the heaviest and I suspect the puny relay may well have some burnt contacts creating that drop. (relay is to the side of the leisure, drivers side)

Differing lengths/resistance of cabling/relay will explain that.

15v is not the most effective way to get brighter headlamps thats for sure. :D
