Price. But the plastic stubs have already lasted considerably longer than the designed service life of the vehicle, so they can't have got it THAT badly wrong.

Money. Far cheaper to injection mold a plastic one than die cast an aly one. As long as the part passes the 10yr/80000mile life simulation test before being released, happy days as far as the manufacturers are concerned.
