Thats all pretty simple stuff to test.....because it's just 10amps output can be checked with most standard multimeters (it will state max amps on the body of the meter) remove the fuse and put the multimeter probes between the terminals forcing the current to flow through the meter. If current flow is indeed 'as per spec' (10amps or under with the hookup connected) everything is hunky dory and you just need to see to the fuse connections (clean and re-tension) and fit a quality 15amp ceramic fuse. OR cut out that troublesome fuse holder and fit a more reliable blade type holder (the connections are better on blade fuses)

Output wire size at least 2.0mm2 which is 17.5amp rated.
