the brass ' jumper ' is factory for all non intermittent wiper fitted vans with the later fusebox, in fact the same on all cars too!
VW's cheap way of still having the wipers working but haveing the intermittent circuit in place
to fit a 99 or 19 you need to remove this.
inside a 99 or 19 these pins are connected. without the connecor or relay fitted you only get 2nd (fast ) speed
out of all the vans i have fitted intermittent wipers too , or sold relays to peeps i have only ever had 2 with problems , and they have been faulty switches , one was replaced the other cleaned.
never had blowing fuse tho
according to my battery cover fuse 11 is windscreen wiper switch , and i have a 15 amp in there
fuse17 is windscreen wiper motor which has a 10 amp fuse.
no 1 is on the left.
with the glovebox down you should be able to unplug the wiper motor. worth a try and see if its still blowing fuses, next would be to try a switch
never had problems and have fitted 19 then 99 and converted from left to right hand drive!
