I expect Ian, that's a slight reduction in pressure drag due to length (effectively slenderness l/d)
Scale effect usually requires a 10 fold or 100 fold change in size or speed, yet sudden changes in flow can occur when it is critical, such as the transition of flow in a pipe, which can 'switch' over a very small range of speeds... nature's full of surprises.

I have a gut feeling that a modest "lip" spoiler fitted to the top of the tailgate on full-body vans may well yield benefits in drag reduction. It would help to encourage overspill into the LP zone behind the van and considering that a lot of "sporty" spec estate cars have them fitted, it might be worth investigating.
MG Metro springs to mind for some bizarre reason but that had extensions down the sides of the tailgate too:

IIRC Kamei used to make a roof spoiler for T3's but it was a wing/hoop affair. No idea how well it worked, for better or worse...
