not always, depends on the quality of the jump leads - some are pretty poor. You get what you pay for with them.

You can try them out in some bed shops inc. Ikea - take the camper there and ask them if you can take the topper to the van.

yep, sounds like the copper ring on the underside of the steering wheel has worn or is sticking.
