interior seams .. best way to derust?

hi there. been trying to get the powerfile into the seams in inner arches and opposide slide door.

i also have a flexible extension for the drill. this with brass wire brush is possible to get into the inside arch but it's hard going.

another way would be to cut metal and work on the area, then weld it back in.

any other ideas? thanks.
