Binding Brakes

Hi guys Just taken my van for re test and Garage said front off side still binding I have had the wheel off and pads out(cant get caliper of at the mo) worked the pistons on both sides under a constant pressure ( not too much strain) they return to their open position. I have put the parts back given them all a clean put the wheel back on and whilst jacked up have applied brakes released them and then turned the wheel with my hand. my question is should the wheel spin very freely or should it be a case of turn it with hands and when i let go it stops. as one side passed and the other didnt but they do feel about the same in there looseness, sorry a dumb question but dont want to go down to mot station again and look like an idiot.
