slow starter only 1 year old

my starter motor turns very slowly when I initially start turning it over. I replaced the bush when I replaced the starter, I have a spare olite bush but do you think it could be something else.

does it when both hot or cold.

any ideas?

There are quite a few things that it could be; some simple, some not! I'd check the obvious things first -

battery condition and output. Get your local VW specialist or Halfords to carry out a High Rate Discharge Test ('Drop Test')
check all connections, cables and earthing straps. I'd take them all off, clean and replace.
get the Cranking Current checked to ensure that the starter is receiving full current
get the continuity of the starter checked to ensure that you don't have a winding that is shorting (this would seriously reduce starter torque)

then check the less obvious things -
seizing parts in the motor
bent armature
ring gear condition (it can bind with the bendix if in poor condition)

Finally, if none of the above works, a gallon of two star and a box of Swan Vestas usually does! :D
