poor starting

poor starting

My Van is a 1.6TD Battery is in good shape providing good cranking speed.
The problems :
1) the glowplug warning lights does not illuminate when I turn on the ignition
2) The engine will not fire just relying on glowplugs
3) When using the cold start, because of the above, the engine fires, dies and requires further cranking usually starting on the third attempt.
Fuel supply is fine with no air leaks.
Can some good soul suggest a solution as I am not confident the old girl will start when it gets much colder.

not sure how you check them out but without glowplugs i'd say you're very lucky it starts at all and it must be a decent engine you have.
