Unknown broken wire - please help identify

Does anybody know what this red wire is for? 

Has a split in the insulation with some temp tape to cover it - as well as a black wire which is completely split off the terminal at one end.

Everything seems to work fine so hopefully nothing major?

The heavier gauge red is the inlet manifold heater, helps cold weather starting by reducing fuel condensation.
The Haynes Book of Lies covers this in the current flow diagrams.
