Tailgate carrier bracket

Have been asked to fit a external bracket/shelf to a T25 tailgate. Item to be carried is a lightweight wheelchair which weighs approx 10kg. Bike racks seem a bit OTT.
Was thinking along the lines of an L shaped bracket bolted thru with a spreader plate on the inside behind the door card.
Any suggestions please?

Actually, I think I’d suggest looking for an old Paulchen bicycle rack - it’s a modular system so they’re much more easily re-configured than a Fiamma rack would be.
