AAZ High Revs SOLVED

Hi all, taken my van for a short test drive today, when it hit about 3000 it didn't drop back down until I turned it off then back on and it was back to normal.  I left it ticking over on the drive and occasionally revved it and it dropped back to just over 1000, albeit a bit slowly, then went back up to 3000 on it's own and was creeping higher, at which point I turned it off, wept quietly for 15 seconds then headed inside to write this post.  Any thoughts?  Cheers.

Has changing the oil created this issue. What grade oil did you use?

I used 15w40 mineral. I haven't driven the van any distance to make a thorough before/after comparison but it did do it once before when I was moving it a very short distance.

accelerator cable snagging or slightly too tight so not allowing pump to return to idle? disconnect it at the pump and run it / operate the pump lever manually to check
