does anyone know if it is possible to fit a 'folding / drop down' type seat behind the passenger seat of 90 westie California and include for new 3 point harness fitted to same pillar as passenger seat. if so where would i begin to look and whom would be able to fit to comply with the current regs on belts

I thought that all later buddy seats like you are describing had 3-point belts. There are two 7/16" UNF tappings in the B post a few inches apart vertically, the cab seat belt uses the upper one. The lap portion of the folding seat's belt bolts into the metal frame of the seat IIRC.
It does need to be a proper installation though. Those folding Multivan seats plug into receivers welded to the floor and then bolt to the seat box, almost certainly with hidden reinforcement?
