2.0l cu heat exchanger outer cover

Hi
Has anyone had any experience in removing the outer cover from the heat exchangers on 2.0l Aircooled. The heater on our van has never worked(most of the pipe work is missing) and we use eber to heat the van.The outer covers are very rusty and are dropping to bits. It looks possible to remove the outer part of the heat exchanger by grinding the seam off. Has anybody done this and advise if it is possible without causing any problems?

2ltr Aircooled CU with twin Solex's & originally a 009 dizzie, but now back to standard.
