Alternator readings

1987 1.9dg w/c.

I am only getting a reading of 13.67 V directly from alternator and 13.5 at Battery when engine running.
Took off regulator and brushes are well worn. Will new brushes give me better output voltage

Sounds about right to me
New brushes won't change the regulated voltage but a different regulator will if its available for your alternator

Original Beru/Bosch regulator had a output 'tolerance' of 13.9 - 14.2 volts, 14volts printed on the regulator body. Since the introduction of Silver/Calcium battery chemistry, regulator output has generally risen by half a volt to 14.5 volts which better suits there charge requirements. When ordering a new regulator try to find one of the ones with slightly higher regulation.
