Gas Regulator Help

Looked recently to change the SMEV from using the larger propane bottles to the smaller screw on / disposable canisters. 
Picked up a regulator for the c500 screw style canisters, 30mbar 1.0Kg/hr EN16129.

However since swapping i'm getting no gas flowing to the hob. 
I've confirmed the regulator is flowing by disconnecting and opening the adjuster directly from the regulator.

The control valves dont seem to be opening to allow gas to flow. 

Has anyone had any experience with different regulators, a quick google references the CADAC EN417s but the specs seem identical to the one i've ordered. 

Any guidance appreciated.
