Yes, it should have a non return valve in the return line. Normally it is mounted in front of the bulkhead. With the van parked uphill the fuel head is above the float chamber level, it stops the fuel syphoning back into the carb.

Update: I bought one from Brickwerks, didn't seem to be an issue without one (there aren't many hills in Leicester) but I don't want to risk it.
