Rear brake backplate - wonky "loop" bit

Getting ready to fit new rear backplates.  I noticed the metal "loop" at the bottom on one of them has been tacked on off-square.

I cant really work out what this bit is for - does it matter?  See pic.

the lower spring runs along under the guide and should be horizontal; the handbrake cable runs across the front face of it ( less critical angle wise)

Hmm, yes.  I just dry-assembled the shoes and the spring rubs against the edge of the guide, not good.  Think I'll be returning this one.  Cheers.
