Has anyone fitted these?

I got a set a while back and finally getting round to fitting this weekend..but a question:

As far as i can tell it looks like (for the front ones only) I'd need to drill a hole for the bolt ... v close to the jacking point. See pic here:

I kind of thought the area around the jacking point was sacred..is it ok to drill a hole here? Or am i totally misunderstanding what you're meant to do?!
