I'd go for the 38 front 55 rear.
The 7.00x14 will be a cross-ply size rather than radial. Although the 2WD sticker does not mention the pressures for 185R14C 8PR I'm pretty sure the Syncro stickers show same pressures for the 6PR and 8PR versions of the same tyre.
