Hi I thought you meantthe domed bolts that hold the bumper on.....sorry your bumper is not the same as mine though...I am not posh enough to have Chrome!!!!!
lol, mine's not chome either. Well, if it was, its no longer chrome lol. Its kind of a faded grey. I will be removing both, sanding them down, and spraying gloss black, and fitting new end caps too

I sprayed mine Matt black last year, as well as spraying the black plastic rear air vents, front grills and side fridge vents and window wiper arms. The difference it all made was astonishing. The van had been looking a little "tired" but looked a million dollars after such a cheap and easy titivation.

That looks ace. Planning on doing something similar in mine but considering gloss for the bumpers. Did you bother priming first?! Or just go straight on with a few coats of black?!
front bumper-
remove the bungs on the side of the endcaps - 1 each side
undo 1 x(per side) self tapper behind bung
pull off rubber strip
undo 2 (4 on early vans) 13mm head bolts
buper then pulls forwards and off
very simple , 5 minuite job!
not difficult , you may find the coach bolts dont undo due to rust , either leave and mask to paint or cut ( grinder will melt end cap) and replace with new
if you paint the endcaps , try to use proper primer/paint to stop it peeling.

I removed the bumpers, sanded them a smooth and straightened a bend in the back one, them primed with grey primer and finally a single coat of matt black spray paint, one can did all my grills, front & rear bumpers. I then decided to do the rear plastic air vents then I thought I would do the fridge vents and electric hook up cover too. The vents look great but the electric hook up cover is now "Crazing" a little.
