Please excuse my ignorance, but me & my mate are attempting (Bloody broken studs) to replace the down pipe (manifold to silencer) on my 1.6 turbo Diesel (JX engine).
The front 1/2 of it had what was left of a steel mesh (in 2 halves) jubilee clipped round the pipe.
Anyone tell me what this is for & do I need to replace it?

It's a heat shield. It'll have been put there by VW for a reason, but I've seen plenty of TDs without it....

Probably to shield the turbo compressor side from heat radiation.
The compressor outlet pipe up to the inlet manifold (almost straight upwards) would also normally have an ally concertina style heat shield around it, the originals being lined with asbestos or similar - again to shield the inlet charge air from exhaust manifold heat - all these bits being in close proximity.
I wouldn't worry overly about the former, but you do perhaps want to make sure that inlet hose still has a heat shield/wrap around it.
