setting up timming

sorry if people have been over this before (ive checked but confused). just rebuilt the top end of my 2ltr (CU) and am now setting it up with stock dizzy and twin solex. ive read it should be 7 BTDC. i am setting it at idle with all vac pipes attached (is this correct?) once i know ive done the timming right i can work on the carbs (is this the right way round ie timming then carbs or vise versa) any advice would be much appreciated.
