Thanks everyone for the advice so far. Exploration continued and more rot towards the rear so will post pictures when the floor is up. Currently in negation with all the screws and some are not cooperating. But we have ways and means.
I'll probably spend the next week honing my welding skills :rofl as I tend to miss the hole  on my plug welds and my straight runs tend to wander way off course completely missing the gap I am trying to weld together. To say nothing of my burn through. Hoping my new spotlight will cast a better light to see by.

I will also post a basic drawing to see that I understand how it all fits together - I now see why the panel I have is not correct (thanks Mike) but will cut and bend at the fake join.
I will also draw on the van where I am going to cut for advice ahead of major surgery.
The first embarrassing question and I rather hoped I would discover the answer before I had to ask ... is what are the closures?
The second question is how far up the panel should I cut. Clearly high enough to see what I am doing and gain access, but since all the metal is good I don't see the need to go much further than the rot.
Thanks

sell that piece of carp , its monkey metal and really not worth the effort of working with,
see ians, the closures ate the panels that "close the gap" between the outer sill and the floor inside
looking forward to pickies

Well time to start cutting. I will cut just above the rot - line 2 to access. The curved lip (circled 3) I will remove - I assume it is spot welded so will try to find the spots.
Should I cut all the way to the B and C posts or till I get to good metal - again will probably stop at good metal initially and wait for advice - I suppose the question is that if I am replacing the outer sill I might as well replace the whole length on the assumption the rest is probably on its way to toast.
Does the Sholfield sill panel come with end lugs (not sure of technical term)
Also I cant see how the inner sill joins to the closure and how the closure joins to the outer sill. See my cross section drawing.

Well I made a post and its not appeared so maybe its in someone elses thread.
This is looking vertically from underneath (or almost) to see the inner sill.

Will give it a wire brush to see whether any holes appear - hoping not .....

Your parts are made,
I refer to these three as the closures as they close the top of the inner/outer sill assembly, you could fit a genuine outer sill which includes these but they are not suitable for all applications
front part that goes on first and is handed .
Image
then centre section as so
Image
finally rearmost part
Image
the middle and end bit i could make in one but its easier for folk to fit this way
next the bottom of the side panel from just below thge swage line, note the slight curve (this is what i spoke of in the pm)
Image
i have done both ends to length as i doubt you have the tools to shrink the thing
here it is laid out as it will be when fitted

so no need to buy the whole repro side (which is very good quality :D )unless your is rotten in other areas

:ok Very Many thanks Mike
Exited and it will join up with this

Just hope I don't uncover any other major rot when I remove the sill. Am intending to cut out the whole outer sill as the one above has the side bits - unless you tell me it is not worth it as much of it is OK although not along the top seam - the left seam looks a little ropey so may have an exploratory dig. If it stops raining I may try out my grit blaster.

Well the first exploratory surgery - not quite keyhole.
Hardest part is proving to be the grinding out of the spot welds. Not helped by not being able to find my spot weld drill and the rust making splitting the seam a little tricky. Alternating between a grinding stone on a dremmel, a file sander and the angle grinder. Taking it slowly.

Just bought a spot weld cutter - what a difference - cooking on gas.
Safety question
With sparks flying everywhere - inside onto to carpets and outside towards the petrol filler - what precautions should I take (don't particularly want to remove petrol tank at this stage although planned removal and repaint is on the job list. Its not very full - will put some damp towels around to form a barrier.

Half full tank more risk than brim full, I always remove full stop, end off if welding in those areas ,if you smell it sparks can get to it
