Camber adjustment not possible

Hi everyone, I recently did a front suspension overhaul on my 2WD T3. 

New bushings everywhere (combo of Powerflex and OEM), new upper and lower balljoints. 

I took the car to get an alignment, and was informed that they were unable to adjust the camber within spec.  Apparently, a couple of different people at the shop looked at and indicated the same thing, that even though the eccentric washers were behaving as expected and changing the camber angle, it was not possible to get the vehicle within the required range. 

I will go check out the vehicle on the lift this weekend, but wanted to enquire whether anyone has had a problem like this.

No clue myself, as I've been finding out at least around me there are few and far between places that have a clue about these vans.

Do you have a lift/lowering spring? They need a bit different value than OE spec.
And are you sure the eccentric washer is facing the correct way. Fitted upside down can cause troubles.

stock springs, Bilstein B4 Dampers. 

I will check the eccentric washers.

It’s the same everywhere. Camber just doesn’t seem to register with fitting centres. Don’t know why. Do it yourself with a level?
