The tow ball idea although practical isn’t an option as I already run a platform on that for my sons wheelchair.
Would it be possible to make a 2 position swing arm (horizontal/vertical) sandwiched behind tow bar ?
Long shot but with a bit of engineering you could position spare under the platform when carrying wheelchair and vertical when not.
I had a bicycle carrier that you could leave the bikes attached and swing 90 degrees down for easy access to the boot. This was also sandwiched behind tow bar leaving ball free for a trailer.
