Could be ECU has locked out after numerous ( 5 or 10 ) mis-starts.

Not on the D3L

After changing the ecu I would look at the pump connecting wiring for a short (possibly to live) - there should be no way that a straight 12v could reach the pump especially after changing the ecu.

I have 12v the moment I click the switch to heating, pump gets really hot as it’s energised constantly. The two green wires one goes to the ecu the other the thermostat where is the shirt most likely! I’ve tried everything

As it appears to supply 12v immediately my first look would be at the ecu plugs end. Also if you cannot access the complete length of the pump cable to check for chafing etc. I would disconnect the cable at both ends and check the resistance between the two and also the resistance between each one and earth.

I notice that you have posted in electrical also but there you say that you have a D2L - it does make a difference knowing the correct heater!
Which is it?

In which case it is better to start all over again.

Irishkeet may be able to help as he may have a D2L stripped down - I don't. I am wondering if there is a possibility of the pump wiring contacting the circuit board that is inside the casing and causing a short.

Have you been inside the casing yet? I would open it up and check the wiring and circuit board as the circuit boards have a tendency to deteriorate from heat especially at the spade connectors.

Took the heater box under the van to bits, circuit board looks as good as new. The pump wiring only passes through the heater it is not connected anywhere in there. I’ve had a look at the wiring diagram to see what else could cause a short, I can’t see it!
