Carb flaps

I'm setting up the chokes on my 83 2.0L air cooled with standard carbs having just replaced a faulty electric carb actuator. 
Both sides the carb flap moves to vertical within a minute or two as expected, but when switched off and left to cool, one flap returns to closed, whilst the other stays open. If I operator the accelerator, the open one also returns to closed.
Which side is operating correctly please, and does it matter ?
If it does matter, is it likely to be something simple/obvious ?
