If it was fine before the water pipes being replaced , either something has been knocked a wire etc or there’s an air lock

in the current temp the thermostat may not open from just idling, the thermostat regulates the water to the radiator the heater is within the engine cooling and doesnt need the thermostat to open, try leaving it running for an hour without the heater fan on or take it for a drive

As Aidan says. The firing order is 1.4.3.2. I would say the valves aren’t set correctly The way I did it was I put the crank at TDC for cylinder 1, then I finger tightened the tappets, tightened them 1.5 more turns and then locked them in place with the nut.
