Did you end up rejetting the carb? Mines not been on a rolling road but swapping out the jets made a huge difference to driveability.

The lower the ET the more the wheel sticks out. As such spacers are used when wheels have a high ET, ie stick in too much. Can't say for certain but looks like it could be a rudamentary clamp on heat exchanger for the warm air feed for carb. General consensus is that its not really needed with UK temps so can be omitted.
