I really think it's your windscreen rubber. Mine was pooling in exactly the same way. Mine did this when I bought it, I ended up replacing the catch as the step in the wee arm in there was worn out.

It is worth cleaning all the grease and gunk off the catch parts first incase it's not closing onto the second notch properly because of accumulated muck.

You sure they are not just dirty? Try cleaning them with a rubber restorer like Autoglym's bumper care (I think it's called?) or similar and you'll probably be amazed how much dirt is on them.
