I had similar trouble with my t25 1.6td when i first got it and it starts no trouble now because i no longer wait until the glow plug light goes out because when i do the motor struggles to start My recommendation is to wait 10 seconds then try to start the motor if that doesn't work try 15 seconds ...

Fairly sure it should have a screw fitted in both carbs but think (from memory) that they were a blanking screw rather than for adjustment The left hand carb (as u look in engine bay)is the one that does the work on two litre motors(tickover anyway) and it is linked to the other carb by the pipe tha...
