Are you sure the shorter 'sleeve' is not the inner race of the roller bearing. As far as I know, there is only one spacer, which fits between the inner race of the ball bearing and the inner race of the roller bearing. I've not done a T3, but did a Bay window many years ago. Max mark on mine (original tank) is 32mm vertically above Min mark. (1 inch and 1/4 in old money)
Level should be between the two when cold, may go slightly over Max when hot (according to Mr. Haynes).
