Answering my own question, after more internet browsing, apparently this is a pressure relief valve and is working as it should. Recently l filled up with LPG five miles away from home. Check which type of fuses the van uses in the glovebox. If old style torpedo, then unlikely it is the same process. Itchyfeet's article only covers late (post1985/6) vans.
