Did you change the push rod for the fuel pump at the same time as changing the pump? Must be 100mm long .

The key in your question is where you tell us the charge controller has a usb outlet….   It’s chineasium "pooh" ! It’s a cheap token controller . Swap it out for a MPPT controller , but first  Disconnect the panel from it and read the voltage on the panel down leads in just day light . If ...

Poverty spec panel vans didnt need big engines , its was all about price really wasn’t it .
they had to replace the CT engined vans with something just as hard work

So blade fuses…….. Sat in the drivers seat reach up above your right knee under the dash the 14pin loom plug for the dash cluster is reachable , give it a push and a “jiggle” 
if that wont make any difference , as has been said above , take the top off the dash pod and investigate that way down

Have you tried running a temporary wire from the engine bay to the dash ? Old wires become high resistance internally with constant hot cold and vibration , i had a similar issue with main beam tell tale years ago, ran a replacement wire and stopped the dim confusion  might be worth a try for the sa...

Cheap nasty fuse ? Often really cheap fuses dont blow when they should , but 
Generally dirty ,loose , bad connections get hot , which makes them dirty , loose worse connections and the cycle only gets worse , hotter looser , melted . 

 you could have a chaffing issue on the wire elsewhere ?

But have you checked the voltages with the engine running and under load with and without the engine running  Alternator or wiring?      Easy to establish      Take a voltage reading at the alternator ( using the casing as neg )   If you have less than 14v between the alternator output and the casin...

Its a DG , there should be two big (red) wires that go on the same connection( one from the alternator, one from the battery ) and the small trigger wire onto one ( it matter not which ) spade connection
