The distributor does 0.5x revolutions per engine revolution so both these approaches do the same thing.
I'll check the lifters tomorrow... That's really all it can be, right? It's clearly not taking the pre-load and it would make sense if these are solid.

Had another go from scratch. I'm sure I'm doing it right, but it won't get compression unless I set the rockers "too loose". Just tried contact + 1/2 a turn on the adjuster and it was happy but that might cause float?

So in the end, I went with 100% Loctite black sealant, no gasket. Cleaned everything off with brake cleaner, got rid of any oil that might seep onto it while it's curing, and let it sit for 24 hours. Generally, if faces are clean and flat, no sealant is needed, though it might help fill the gouge. Covers should be flat being new, so just wondering if it's really the rocker cover that is the source of the leak? Could it be that the push rod tubes are leaking?
