From what I can tell, it's from water sitting where the panel clips on. I've not had the window out so that could be another cause. I checked the other side today and it's exactly the same.

With everything stripped back I took the van to John at VW Welding Services in Salford. I didn't replace the float needle from the rebuild kit when I had it off the van so I'll look at that when I'm back.

So I poked all the correction jets and sprayed carb cleaner in all the holes. There was no resistance at all so I don't think there was a blockage. I then checked the locking lever on the U bracket. Thanks CJH, i'll give the jets a blast with carb cleaner again tonight to see if that does anything. So I checked the wiring. I had the Throttle Body Heater and the Choke swapped over. This meant that the coil in the choke stopped getting power when the thermostatic switch turned off meaning it wouldn't open all the way to come off the last step. It also meant the Throttle Body Heater was permanent...
