From what I can tell, it's from water sitting where the panel clips on. I've not had the window out so that could be another cause. I checked the other side today and it's exactly the same.

So I poked all the correction jets and sprayed carb cleaner in all the holes. There was no resistance at all so I don't think there was a blockage. I then checked the locking lever on the U bracket. So I checked the wiring. I had the Throttle Body Heater and the Choke swapped over. This meant that the coil in the choke stopped getting power when the thermostatic switch turned off meaning it wouldn't open all the way to come off the last step. It also meant the Throttle Body Heater was permanent...
