have you checked the idle cut-off solenoid?
I had a similar problem and replacing the solenoid did the trick.

then I would suggest there is a leak.

mines an `83 permanently stood outside and is dry as a bone.

the correct way to remove shear bolts is to drill through the bolt, just as you did.
they are not meant to be re-used.
