Took it down to the local VW bandits and they say it is a cable tensioner that fits from the front frame by a pop rivet, to the rear supporting strut. Pulled it out and cable was rusted out, cost of new cable £10.82 .vat fitting unknown but not less than £300!!!!

I tow an Erde 142 hardtop behind mine and have no probs with all the gear in. Only thing I did was put one of those prismatic windows in the rear window to make seeing the trailer easier..
